such as the one with (cant remember his name for the life of me) from half baked, the bear is sweet too, the hitler one is funny, and the one from office space is classic.

Dave Chappelle.

That scene is from an episode from his show, The Chappelle's show, where he plays a recurring character named Tyrone Biggums, who is known for his really really high pitched voice and heavy addiction to crack.

If I recall correctly, in that particular episode he's posing as a hero or something. This lady who he comes by on the street is screaming that her baby is locked in the car or something. So he punches through the window in a slow mo secret and looks like he pulls the baby out, but it shows him yanking out the radio and running away. Then he does that dance.
