Elder Scrolls pirates would make awesome sense. I can see it now:

An offshoot of the thieves guild, the Pirates sail the seas of Skyrim (and possibly Morrowind and Cyrodill) plundering and looting the ships of the Imperial Navy. You can get on boats to travel across the sea, or face the waters yourself and swim across! There could be a Kraken boss, and ghost ships! Fuck yeah!

You could stay at ports to restock on supplies and crew mates, or take over citys to be pirate towns.
