Update: Got the multimeter today (Yay for being shipped from Nevada, right next door. Smile). Tested both PSUs on all three rails through the motherboard connector, and both gave me solid and consistent readings on all rails (no major fluctuations greater than 1-2 mV).

Still waiting for thermal paste so I can be sure about the CPUs, but at this point I am really suspecting that the motherboards are causing the issue.

FML...

I successfully removed the CPU (E6300) and stock heat sink from my motherboard. Then I removed the HSF and CPU (E6750) from my brother's mobo. I applied thermal paste removal solvent and cotton balls to remove all the old paste off all the heatsinks and CPUs. I installed the E6300 and stock HSF onto my brother's computer, turned it on, and the computer turned off immediately after the fans spin (4-5 seconds at most).

So, I thought I might have damaged the pins on the mobo, installed the HSF insecurely or maybe applied the wrong amount of thermal paste (using Arctic Silver 5). As I tried to reinstall the stock HSF, I applied too much pressure and broke off one of the cheap plastic pegs, or these:

After this, I tried to install my brother's HSF, the Arctic Cooling Freezer 7, which uses the same POS plastic peg system to fasten to the motherboard. And, to my dismay, ANOTHER plastic peg broke off.

At this point, I have some options:

1) Try to get another HSF and keep testing (would be a pain in the ass)
2) Upgrade my computer, using as many old working parts as possible and try selling the rest.

Anyway, you guys really helped as much as you could, I appreciate it greatly.

If you do get a new heatsink, look into the cooler master 212 plus. It uses real screws, works with pretty much any socket, and only costs $30. It's big, but the performance is really good.

I don't think I can really replace the mounting pegs.

I think I will try ordering a new HSF to continue testing. Atomik, that HSF looks great. Looks like it will fit in my brother's case, too. I was also thinking about this Zalman HSF, but I think I'll go with the Cooler Master since it also supports LGA1366 if I decide to upgrade.

They can be replaced, just be gentle with em. Takes quite a bit of force to bend em that bad - lol.

Have you ruled out power supply (borrow a neighbors, friends, school's?) I really think your MB's hosed - time to upgrade....get a combo from NewEgg?

$320 in repairs later and I finally have a working computer. Turns out that both motherboards and both monitors were not working. Got a Gigabyte P45-UD3R and an ASUS 19" widescreen monitor as replacements, installing drivers ATM.

Thanks for all the help, guys. My guess is that the parts were surged, coincidence seems out of the picture. Now I know the meaning of giant pain in the ass....

I've been dealing with this shit for 25 years...some troubleshooting remains the same - follow the surge. Glad you're back in business!
