Does running in lower DX levels actually give a performance increase in games?

I tried setting the software level to dx7 & heapsize to about what my RAM supports, but I didn't see much of an increase performance wise IMO.

No, that's a rumor for tards. It really only does any good if you don't have DX9 hardware support. If you have an older card with DX8 or DX7 support then it's somewhat more efficient to run on DX8. Your card should have hardware DX9, so run that.
