Most newer motherboards have built in heat monitors. You can check by looking in your BIOS or depending on the motherboard get software that monitors it.

I use Sandra SiSoft Lite. It is a free download.

that paste has nothing to do with it, either the fan on the cpu is not working, or there is something preventing it from blowing air down into the heatsink

All my shit is very new, so I truly doubt there is dust in it. And the fan is also working, so I am lead to believe it is just a crap heatsink or it was installed improperly/its a defective unit.

the heatsink itself is nothing more than a block of aluminum with fins on it to dissipate heat, if the fan is working, then there is a layer of dust underneath it and there is no air blowing down into the fins of the heatsink
