It's on weekend deal over Steam. Is this game any good?

I found vanilla Oblivion really boring with some great potential, will this be the same case with Fallout 3? Is the gameplay identical to Oblivion? Oblivion was so easy with the level scaling, is the same system still with this game aswell?

I'd compare it more with STALKER than Oblivion. It's definitely more difficult than Oblivion, and the menus are a bit hard to grasp at first, but the atmosphere's better, the combat is much more visceral and exciting, and the character customization is a lot of fun to mess with. Fallout has a more streamlined main quest, which I like, but still has plenty of stuff to go explore/murder.

I give it 5 Choculas out of 5.

Have you played the originals? And I definitely recommend trying Oblivion again with FCOM and some other vital mods.

Does Fallout 3 have mod tools yet? If it does, I'd stay away from the Steam version just in case the game gets as great mods as other Bethsoft games.

The PC version is worth buying again just for the mods, the game should be incredibly cheap by now. But that only if you have the PC to run all the mods.
